The Buchanan County Public Schools Homeless Education Program ensures that all children and youth have equal access to a free and appropriate public education, regardless of their housing situation. In accordance with the McKinney-Vento Homeless Assistance Act, students are considered homeless if they lack a fixed, regular, and adequate nighttime residence. This includes those living in emergency or transitional shelters, motels, hotels, or campgrounds, as well as in cars, parks, public spaces, abandoned buildings, or temporarily doubled up with relatives or friends due to loss of housing or economic hardship. It also includes children awaiting foster care placement and migratory children living in similar conditions.
Students experiencing homelessness have important educational rights. They can enroll in school immediately, even if they do not have a permanent address or if enrollment documents and school records are not readily available. These students may have the right to remain in their school of origin, even if they move, if it is determined to be in their best interest. Transportation services to and from the school of origin are available to support continuity in education. Homeless students also automatically qualify for free school meals and have the right to participate fully in all school programs and activities. These protections also extend to unaccompanied youth who are not in the physical custody of a parent or guardian.
If your child is between the ages of 5 and 18 and is living in temporary or inadequate housing, they have the right to attend school and receive support.
